I enclose copies of two memoranda which we have

just received from Tokyo, with regard to the sinking

of Chinese fishing boats by a Japanese vessel south of

Chilang Point on the 22nd September of last year.

The earlier memorandum, which was addressed by our

Embassy at Tokyo to the Japanese Government on the 13th

January last, is referred to in Tokyo telegram No. 108,

a copy of which was sent to the Colonial Office under

cover of our printed letter No. F 1073/4/10, of the

31st January last. The later memorandum, which was the

Japanese reply to the earlier one, is referred to in

Tokyo telegram No. 497, a copy of which was sent to the

Colonial Office under cover of our printed letter No.

F. 4565, of the 4th May last.
